Speech therapy for kids in Toronto
Free preschool speech services in Toronto run through Surrey Place and seven partner agencies across the city, with school-based support through the TDSB and TCDSB. Here is how it fits together, and what private options cost.
In Toronto the pieces are Toronto Preschool Speech and Language (Surrey Place) before school, Holland Bloorview Kids Rehabilitation Hospital (and Surrey Place) for rehabilitation to age 19, The Hospital for Sick Children (SickKids), Department of Communicative Disorders for hospital clinics, and the Toronto District School Board and Toronto Catholic District School Board once a child is in school. Toronto Public Health handed the Preschool Speech and Language Program to Surrey Place in April 2022, and services are offered in many languages through the partner agencies.

What is different about Toronto
Toronto is the only Ontario city with a university speech-language pathology program (the University of Toronto's Department of Speech-Language Pathology), a children's hospital communicative disorders department (SickKids) and a dedicated stuttering clinic (the Speech and Stuttering Institute) all inside the preschool program's partner network. In practice that means a Toronto family referred through Surrey Place may be seen at any of seven agencies, and the match is made by postal code and transit access rather than by choice.
Toronto Public Library runs free early literacy programs at branches across the city, including baby and toddler storytimes that are useful alongside speech goals. Toronto Public Health's Healthy Babies Healthy Children program is a separate route for families with a newborn or infant who want home visiting support, and it can refer on to the preschool speech program.
Because Toronto has the largest concentration of private clinics in the province, rates sit at the upper end of the Ontario range and many clinics keep waitlists of their own. The CASLPO register lets you filter Toronto registrants by language of service, which matters in a city where more than 40 percent of residents speak a language other than English at home.
